And another question, who are these "leading Industry experts" the web site is very scant on these details.
Your comp seems aimed at students or recent graduates and not the seasoned professional.

The site that will be created in the 2009 Regional Competition is for a fictional client. Once each region has been judged, a DVD of the work will be posted to Head Office for archiving.

To be eligible for the 2009 Regional’s competitors must be born on or after 1 January 1986. The good majority of competitors in this situation will still be either students, or new to the industry.
The Leading Industry experts are from either Education institutes across Australia or past Competition winners who made it to the International Level.
Looks like I could enter the Australian comp but not the international one, but why would I in the first place? What is the prize?

Either way and it's nice to say that you came first (or went well) in your entire region for all Web Designers under the age of 23 :)

I wouldn't call either of these leading industry experts. How does a student winner become a leading industry expert?
To me a leading industry expert would be Jason Santa Maria, Derek Powazek or Jesse Bennett-Chamberlain.

Heh, I didn't even look until you said that, but yes, it is a very nicely done site. Was that the work of one of the previous winners?
If you're a student, this kind of thing is not bad - it's another thing to add to your resume, anyway.

The site was designed by 2 previous Australian competitors. One who came first in the World in 2005, the other who came 7th in 2007.
As mentioned, if you're a student, this kind of thing is great to add to your resume. A few of the regions are filling up quickly, so if you are interested I would reccomend to get your application forms in quickly :)
